SCDOI Licensing Update

New license numbers and registering on the new SCDOI system

On Oct. 15, the SC Department of Insurance (SCDOI) will go live with a new online licensing interface by the National Association of Insurance Commissioners (NAIC) that makes it easier for agencies and producers to manage licenses, print licenses, look up companies and licensees, etc. 

Unfortunately the new platform's implementation requires the temporary shutdown of South Carolina’s professional insurance licensing operations, including online applications submitted via NIPR. License numbers will change to match their National Producer Numbers (NPN) and licencees will need to register on the new system. 

Key dates and times include:

  • Weds., Oct 3: NIPR stops accepting online submissions
  • Fri., Oct. 5 at 5 p.m.: South Carolina’s professional insurance licensing operations shutdown
  • Mon., Oct. 15 at 9 a.m.: South Carolina’s professional insurance licensing operations will be available using SBS, and NIPR begins accepting online submissions.


HOW TO SIGN UP FOR NEW SYSTEM
(starting Oct. 15, scroll down for list of services)

Step 1:  Go to www.statebasedsystems.com.

Step 2:  Select your jurisdiction (South Carolina) and click “Sign up for SBS for Organizations.”

Step 3:  Create your user account allowing you to access SBS company services for South Carolina licensed companies.

Step 4:  Login to SBS.

Step 5:  Add records to your account.

  • Companies - Use your South Carolina company license number and PIN. All active companies will receive their PIN via US mail using their current business address. Expect to receive this correspondence no later than October 15, 2018. Contact the SBS help desk with questions.
  • Individuals - Use the individual’s NPN or license number and the last 4 digits of their Social Security Number
  • Business Entities (Agencies) - Use the business entity’s NPN or license number and Federal Employee Identification Number

For producer licenses renewing this October
Since both the SC DOI and the NAIC’s license renewal systems will not be functional for several days starting Oct. 3, all producers who compliance period ends in October will be given until Nov. 15 to renew their license. This extension DOES NOT apply to compliance with continuing education, CE admin fee or to be fingerprinted, which all must be done by Oct. 31. The extension only applies to the license renewal and renewal fee payment.

CE Compliance going forward
Once the SC DOI transitions over to the new system, producers will not be able to renew their licenses until all required continuing education has been completed and reported to Prometric. CE takes up to 30 days to be filed, so it is very important that producers complete their required CE hours long before their renewal deadline. If a producer does not complete all five steps to renewing their licenses prior to their deadline, their license will lapse and cannot be renewed until the CE is posted on the Prometric website (up to 30 days after completed).


NEW ONLINE TOOLS:

License Numbers: Starting on October 15, the South Carolina license numbers for individuals will match their National Producer Numbers (NPNs). All business entities and companies will be assigned new license numbers effective October 15. License numbers and NPNs can be accessed using the SBS Lookup tool.

License Printing: Licensees will be able to obtain a PDF license via the SBS License Manager tool.

Lookup: A free public lookup tool to view a variety of individual, business entity and company information such as National Producer Number (NPN), license status, license expiration date, NAIC Co Code and FEIN.

SBS for Organizations: SBS allows organizational users to use a single ID and password to complete important license administration and company licensing functions.

Report Generator: Users may create a licensee (individual and/or business entity) mailing list for a nominal fee using a wide variety of criteria.

License Manager:

  • View License Information: Users can verify a licensee’s NPN, license status, license expiration date and more.
  • Print Your License: SBS provides free unlimited license printing for licensees in your state.
  • Licensee Notifications: Licensees and business entities may view and update email addresses in real-time through this online tool.
